INCENTIVE: A city where housing and money is supplied, and all that's asked in return is that volunteer citizens get intimate with each other to supply power? Balthazar would be tempted by that alone. He knows to take advantage of an opportunity when it presents itself, though, so his incentive would be Castiel's safety during the civil war in Heaven, and a way to put a stop to the Apocalypse without having to kill any more angels, including their older brother.
FIT: The hedonistic lifestyle Balthazar has taken up since leaving Heaven makes him a good fit for Eudio. He likes humans in general, he certainly has no problem sleeping with them ("last night I had a menage a... What's French for twelve?"). Even though he can be reckless and irresponsible, he would still be able to respect the rules in Eudio given that the consequences for breaking them are being sent home without incentives being fulfilled.
CONSENT: Angels cannot take a vessel without that person's consent, therefore understanding consent is intrinsic to the entire Host, including Balthazar. Without a vessel, they cannot interact on Earth with humans without deadly consequences for the people involved.

Angel Powers (I'm up for nerfing any of these the mods feel necessary, for the record)

Angelic flight: Essentially a form of teleportation that allows travel through time and space - Balthazar would use this to get around occasionally in Eudio. He wouldn't be doing any actual time travel, as seen occasionally in the series.

Super strength: Balthazar's above human strength allows him to do things the average person could not. In one episode, for example, he's seen crushing a bone to powder with his bare hand for use in a spell. Probably not something he would need to use a whole lot of in Eudio, though.

Invulernability/Healing: With the exception of injuries inflicted by an angel blade, Balthazar is mostly impervious to harm. If someone tries to punch him, for example, it will hurt them far more than it will hurt him. Most injuries he recovers fairly quickly from, and he is able to heal others as well (not something he would do without permission from the other party).

Angel radio: Like other angels, he is able to communicate with his siblings via telepathy, and is also able to hear prayers from humans (and presumably, for the sake of the nature of Eudio, other species).

As it's a part of him, he'd like to be able to bring his angel blade to Eudio. He isn't opposed to getting a permit from City Hall for this, and would not likely use it except for in self-defense, should the need arise.

Telepathy/Angel Radio/Prayer: Let me know what (if anything) you want Balthazar to be able to pick up about your character - are they human, are they a demon, or other supernatural being? Like other angels, he can hear prayers too, if for some reason, you find a situation in which you want him to be able to hear your character

Angelic Flight: He generally wouldn't without having IC permission to do so first, but do you want him to be able to teleport your character from one place to another?

Telekinesis/Healing: Again, he generally wouldn't without IC permission, but do you want him to be able to move or heal your character?
